I think we must acVept the advice that the measures embodied in the ordinance represent the most it is feasible to achieve in present circumstances, and that to have attempted more at the present stage would only have resulted in harder and more widespread Opposition. I suggest we must judge the measure eɛsentially on a long-term view.

3. Paragraph 19 of the despatch points out that opposition to the measure has not yet been silenced, and that the future attitude of the European community will depend on the efficiency with which the Inland Revenue Department is administered and the degree of success the Department achieves in checking evasion. The despatch expresses

concern at the delay in filling the two vacancies for Assessors Grade I. Action on these vacancies is being taken separately: an offer is now being made to a suitable candidate in Tanganyika Territory, but we are having some difficulty as regards the second vacancy.
